云南省花卉产业联合会成立于1997年11月。自成立以来，省花产联立足于为政府做好助手，为企业搞好服务，致力促进全省花卉产业的发展，在政府有关部门和花卉企业的帮助、支持下，克服诸多困难，奋发进取，为云南省花卉产业的发展做了一些工作，也取得了一些成绩，以自己的不懈努力，逐渐赢得了政府的信任和企业的拥护、支持，成为在云南省花卉产业发展中起到特殊作用、不可缺少的一个组织。
九十年代中期，在生产和投资迅速增长的同时，花卉产业发展中一些长期积累没有得到解决的矛盾在这一阶段中集中地反映了出来。科技基础薄弱、生产种植技术粗放以及整个生产经营的散乱无序等问题集中在销售环节爆发了出来。这一爆发直观表现为花价的大起大落，且价低时长价高时短，价低时“花贱如草”的局面屡屡发生，严重挫伤了广大花农和企业的是生产积极性。探究深层次的原因是由于我省花卉发展的基础薄弱，既没有形成有力的科技支撑体系，也没有高效便捷的销售体系和社会化服务体系，花卉企业和花农无论在生产种植和经营销售等环节上都是各自为战，导致种植形不成规模和专业化，高品质的花卉产品比率极小，难以占据国际市场，最后只能在流通环节延续一种低水平的无序竞争，各自为战、竟相压价。这种情况的长期存在，不仅影响种植者的生产积极性，也会损坏云南花卉的品牌和形象，更重要的是对云南花卉的长远发展带来十分不利的影响。云南花卉产业要健康发展，必须加以规范、整合，以及必要的扶持、引导。广大花卉企业不断呼吁政府对花卉的发展加以干预及扶持，然而在当时，首先是政府没有明确分管花卉工作的职能部门，另外，完全用行政干预、计划的方法来干预一个高度市场化的产业也不符合市场经济发展的规律。
就是在这样一种背景下，云南省花卉产业联合会在1997年11月成立了。云南省花卉产业联合会是由省内从事花卉生产、科研、加工、储运、销售和相关配套设施生产企业及花农集体自愿加入组成的一个经济合作组织，经省政府批准，在省政府的领导下开展工作，并且在省政府授权范围内承担政府扶持和引导云南花卉产业发展的职责。成立省花产联的目的是为了加快云南花卉产业化开发的进程，推动云南花卉产业生产企业的分工与合作，实现生产企业的优化组合，协调产业向健康的方向稳步发展，增强云南花卉在国内外市场的竞争能力。
省政府赋予省花产联的主要职能是：根据全省经济发展计划，适时研究制定花卉产业中长期发展规划和 计划；根据国家的经济政策和产业政策，提出花卉产业政策和投资方向建议；开展花卉产业调查研究和市场预测，配合统计部门搞好行业统计；协调管理政府在花卉产业的重大投资项 目；负责花卉产业的国际合作和交流；会同省有关部门制订花卉相关产品的行业标准，加强监督实施；为花卉生产和经营提供市场信息、技术培训等相关服务；制订行业规章和规则， 规范企业行为。
Yunnan Flower Association (YFA)
Authorized by the People’s Government of Yunnan Province, Yunnan Flower Association (YFA) is an organization of economic cooperation which consists of voluntary enterprises and growers who engaged in the production, processing, marketing, research, storage and transportation of flowers as well as the manufacturers of flower relative facilities and equipment in Yunnan. Under the leadership of the provincial government, YFA takes the responsibility for providing governmental support and guides to the development of Yunnan flower industry. The purpose of YFA’s establishment is to speed up the industrialization, specialization, integration and cooperation in the flower industry so as to optimize the production, improve the competition capability and to achieve a wealthy and steady development of Yunnan flower industry.
Since the establishment in 1997, YFA is engaged in providing services for all the flower enterprises and growers and promoting the industrialization of the flower sector. With the support of relevant governmental departments and enterprises, YFA has achieved great progress by its faithful and hard work, and has become a very important organization in the development of flower industry in Yunnan.
Main functions of YFA authorized by the provincial government are:
* To study and work out the medium and long term development plan according to the Master Plan of Yunnan Economic Development.
* To table proposals to the government on flower development policies and investment orientation based on National Economic & Industrial Development Policies.
* To provide statistic and predicted figures of Yunnan flower sector through regular study and survey.
* To coordinate and manage the key governmental investment projects in Yunnan flower sector.
* To promote international communication and cooperation.
* To formulate technical standards to various flower products and to strengthen the necessary supervision of performance.
